Electricity Market Structure In 2003, the State Legislature passed an Electric Restructuring Act (03-135) that implemented changes to competition. The Law created electric choice for all customers and established a three-year Transitional Standard Offer (TSO). The TSO rate varied by distribution company area as well as customer class.
