Electricity Market Structure
The District of Columbia was open for competition for all customers effective January 1, 2001. On February 8, 2005, new rates went into effect. The DC Public Service Commission, however, established a minimum stay provision. This provision means that non-residential DC customers will be required to stay on fixed priced standard offer service (SOS) for 12 months if they remain on utility service after a three-month shopping period ending in May 2005.

In 2006 and beyond, the wholesale bid process will take place in the first few months of the year. Annual prices will be posted on or around April 1 of each year and will be effective the following June 1. Under certain conditions, these fixed seasonal prices can be adjusted.

About Switching in District of Columbia
To be eligible to switch, your company must be located in Pepco's service territory.

The first step in switching your business' electricity service is completing an Electric Supplier Authorization form that allows Constellation NewEnergy to gather historical electricity usage data from your utility. This data is necessary to analyze your power consumption patterns and to develop a proposal that is customized to the needs of your business.

You will then sign a retail Electricity Supply Agreement stating the specific product your price for electric service and the duration of the agreement. After our agreement is signed, the enrollment process is simple. Our local operations team will work to provide a seamless transition from the utility as your electricity accounts are transferred to our service. Customers are generally switched to a competitive supplier on their next meter read/cycle date.

The utility must receive and accept notification to switch at least 7 days prior to the cycle date.
