Electricity Market Structure New Hampshire passed a restructuring law in 1997 and the State's largest utility, Public Service New Hampshire (PSNH) entered into a settlement agreement in 2000. Since that time the Public Utilities Commission has conducted a number of rate proceedings to implement choice, however, the basic construct (generation costs are not completely separate from other aspects of the bill) limits choice and competition.
Rate structures and generation supply costs vary by utility and customer class. PSNH's backstop rates are based on the utility's assets and some market purchases. Granite State's rate is based on market purchases and changes on an annual basis although exception may be permitted. PSNH and Granite State's transition service for commercial and industrial customers expired in 2006. It now offers its Default Energy Service (ES) at rates based on its estimates of short-term supply costs, subject to NH PUC approval. ES is available to former transition service customers, new customers, and customers returning from competitive service. PSNH's ES rates are the same for all customer classes, typically changing every six months and remaining flat until the next rate change.
About Switching in New Hampshire To be eligible to switch, your company must be located in one or more of the service area territories of the following utilities:
- Granite State (National Grid)
- Public Service of New Hampshire
- New Hampshire Electric Cooperative
- Unitil
To switch, Unitil customers must first sign a Customer Authorization Letter and Public Service of New Hampshire customers must sign a Request for Historic Consumption Data/Interval Data form. These forms allow Constellation NewEnergy to gather historical electricity usage data from your utility. This data is necessary to analyze your power consumption patterns and to develop a proposal that is customized to the needs of your business.
You will then sign a retail Electricity Supply Agreement stating the specific product your price for electric service and the duration of the agreement. After our agreement is signed, the enrollment process is simple. Our local operations team will work to provide a seamless transition from the utility as your electricity accounts are transferred to our service. Customers are generally switched to a competitive supplier on their next meter read/cycle date.
