Electricity Market Structure In 2003, the State Legislature passed an Electric Restructuring Act (03-135) that implemented changes to competition. The Law created electric choice for all customers and a established a three-year Transitional Standard Offer (TSO). The TSO rate varied by distribution company area as well as customer class.
The Connecticut Department of Public Utility Control (DPUC) then approved TSO rates for Connecticut Light & Power and United Illuminating in December 2003.
Starting in 2007 utilities have been providing Standard Service (SS) to residential, small, and medium-sized business customers who do not receive power from competitive suppliers, and Last Resort Service (LRS) to larger customers. The SS and LRS rates have been based on RFP-type solicitations for wholesale power supply. Here are some important facts:
- The rates are comprised of a fixed energy component, as well as a variable component tied to congestion or other costs.
- The basic supply costs are derived from a process conducted by the DPUC.
- Southwest Connecticut is currently identified as a congested area in the New England Regional Transmission Organization.

- United Illuminating Company (UI)
- Connecticut Light & Power
The first step in switching your business' electricity service is completing a Letter of Authorization (LOA) form that allows Constellation NewEnergy to gather historical electricity usage data from your utility. You will then sign a retail Electricity Supply Agreement stating the specific product your price for electric service and the duration of the agreement.
