Electricity Market Structure Rhode Island's electricity market opened to competition in July 1997 and was the first State in the nation to allow customers to buy electricity from competitive energy suppliers instead of their local utilities. Today, customers remaining with the utility are placed on a Standard Offer (SO) rate. The SO rate is based on a competitive supply contract obtained by the utility and approved by the Rhode Island Public Service Commission. The rate may be periodically adjusted for fuel costs. You will then sign a retail Electricity Supply Agreement stating the specific product your price for electric service and the duration of the agreement.
